FAQ

Who is Don Bailey?
Donald L. Bailey, Sr. is the founder of the organization. In the early 1970's Mr. Bailey found a need to have regular discussions with other State Printers throughout the nation. He brought fewer than ten State Printers together for the very first meeting. Within a few short years almost every state in the nation was a participant. Eventually, the organization's reach spread to other countries. Over the past three decades the organization has undergone a number of changes, including several name changes. Today, the National Government Publishing Association has a mission to bring all government publishing organizations together to find more cost effective ways to meet the needs of the public they serve. Mr. Bailey retired as the Nevada State Printer. He is still active in the organization.

Where does the money come from?
Through membership dues and conference participation, every NGPA member helps fund the annual scholarship contribution.

How are recipients selected?
The Print and Graphics Scholarship Foundation has full authority in the selection of scholarship recipients. Students must be enrolled full time in a printing/publishing/graphics design degree program. They must maintain a minimum grade point average to apply. Does NGPA give preference to certain recipients?
The National Government Publishing Association does not make recommendations for grant recipients. NGPA wishes the scholarship application process to be competitive and open to all who qualify.

Every year countless government employees go the extra mile on a daily basis to do more with less. They also seek creative ways to better serve the public for which they were hired to serve. Here is your chance to give recognition to someone in your state who has done just that this past year in the realm of government printing.

NOMINATIONS CAN BE SUBMITTED FROM:
- Any NGPA member in good standing
- Any person exercising management or supervision over a NGPA member in good standing

NOMINATION SUBMISSION
- Nominations should be submitted electronically to the NGPA office (info@govpublishing.org).
- Nominations can be faxed to (601) 582-3354.

- The cutoff for nominations is August 17, 2008.

WHO CAN BE NOMINATED
- Nominations should be made for an individual’s sustained performance, or an agency’s unique and outstanding approach to a particular event or occurrence.
- Selection criteria can include: awards/recognition received from the nominee’s state government; a record of innovation; amount of dollars saved through effective management; new revenue streams developed; any new or unusual feature of their performance that’s deserving of attention; etc.

AWARD
- The winner of this award will be recognized at the NGPA annual conference (October 19 - 22, 2008).
- A news release regarding the award selection will be submitted to appropriate professional publications and the winner’s local media.

DON BAILEY SCHOLARSHIP

Congratulations to our 2007 scholarship recipients:

The Donald L. Bailey Sr./National Government Printing Association Scholarship was established in 1991 to honor Donald L. Bailey, Sr., Nevada State Printer. 

To be eligible to compete for one of our scholarship awards, you must have the following qualifications:                       

                        ~ Pursuing a career in graphic communications, printing technology,
                           printing management or publishing.

                        ~ A high school senior or high school graduate.

                        ~ A student who is enrolled in a two or four year accredited graphic
                           or printing program at a technical school, college or university in the 
                           United States.

                        ~ Applicant must be a full-time student.  Scholarships are not awarded
                            for part-time study or on-line study.

                        ~ Be able to maintain a cumulative GPA of 3.0 or higher.

Qualified students may download the application.

Applications must be postmarked by:

                                      March 1st for high school seniors
                                      April 1st for college undergraduates
